The Half That Is Not
Zoning stays municipal. Charlotte sets its own, and each of the six towns sets its own, and Code Enforcement will not open plan review until the zoning use permit is approved.
So what may be built on your parcel is a local question even though who inspects it is not. On a straightforward replacement of what burned that rarely bites. On anything larger or different it decides the project.
